There is no such animal as the "snow" tiger. The Siberian tiger thrives in the cold forests of Russia and China, and is the only subspecies that lives in snowy regions in winter. If you mean the rare white Bengal tiger, which is nothing more than a genetically abherrant colored Bengal, they can appear at anytime in a litter of normal colored cubs, and have been recorded from time to time in history. The current white tigers of zoo and circus fame, are descended from white cubs captured in India's Rewa region (Madhya Pradesh) in 1951. Bred to normal colored tigers, occasionally resulting in some white cubs. Most white tigers in captivity are descended from these Rewa tigers.
