CFC was not introduced earlier. So emission were zero.

By doing this it won't allow the CFC's to travel up to the stratosphere, where it breaks down the ozone. With the added hydrogen will stop it in the troposphere and combine to form compounds such as CO2 + HCl (or HF), therefore not harmful to the ozone. Examples CH2Cl (HCFC-22) or CHCl2-CF2 (HCFC-123)
