It all started in the 1800's and went into 1900's
The first locomotive that ran in rails sucesfully was built by Richard Trevithick. The first trip was done on February 21th, 1804 and it pulled five wagons with 10 iron ore tons and 70 passengers at 3,9 km/h (2,4 mph) on the 15,4 km line between Merthyr Tydfil and Abercynon in Wales. Unfortunately, the locomotive was very heavy for the light rails of the horse drawn operated line and after five months it was converted in a fixed power plant.
After that, several builders constructed different steam engines for coal mine railway operations in Great Britain. One of them, George Stephenson, is considered the father of the modern steam railway as he was in charge to build the first public lines.
The first public service railway with steam locomotives was opened on September 27th, 1825 between Stockton and Darlington. However, passenger trains were pulled by horses until 1832. On May 3rd, 1830, the first line with regular passenger trains operated partially with an steam engine opened between Canterbury and Whitstable. And finally, the first modern steam railway, with two tracks and all service operated with steam locomotives and no fixed steam engines, opened on September 15th, 1830 between Liverpool and Manchester. This started the "railway age", with railways extended fast over Europe and USA first, and after all around the world.
The first locomotive was built by Cornish inventor Richard Trevithick in 1804. And the first commercially successful steam locomotive was Mathew Murray's rack locomotive, The Salamanca, built for narrow guage Middleton Railway in 1812.
George Stephenson invented the first locomotive.

The steam road Locomotive was invented by Richard Trevithick, but the first steam RAILWAY Locomotive was invented by George Stephenson. A Scottish inventor called William Murdoch, made the first Locomotive Prototype. Hope this helps!
