Google acquires its imagery from a variety of commercial satellite imagery providers like GeoEye. The imagery on average is 3 years old and Google usually doesn't announce when an area will be updated but it does announce when new imagery is available.
You can sign up to be notified when your location has been updated using Google's 'Follow Your World' notification service.
To center an image on Google Earth, first navigate to the location you want to focus on using the search bar or by manually panning and zooming. Once you have the desired view, click on the "Add" menu and select "Image Overlay." In the overlay settings, you can adjust the image's position and scale until it is centered as desired. Finally, click "OK" to save the overlay and view the centered image.
Google Earth Clock displays the time using different images of the earth to represent each number. Each individual image can be viewed and explored further by zooming in on that image.

When Google updates it street view photos in its image database then these updates are made available to Google Maps and Google Earth.
If you have an aerial photo or satellite image then you can create an image overlay in Google Earth with that image and orient it to align correctly with the ground.From Add Menu in Google Earth select Image Overlay then browse to the image to use. Then use control corners and rotation tool to orient the image. For Street View imagery the date of a Street View is displayed bottom right of the image (but not the time).For dates of the base imagery in Google Maps you'll need to use Google Earth and locate the same location and zoom level for the same view to see the imagery date. For whatever reason the imagery dates are not shown in Google Maps.
