Google+ was opened to everyone 18 years of age or older without the need for an invitation since September 30, 2011. After Google+ went public, users registered to Google with an age under 18 were unable to sign up for Google+.
By the way, Google+ reach 40 million users as of October 2011, weeks after it became open for public.
