I don't know. He has the skills and power level of a jounin (thanks to Kyuubi) but he has terrible chakra control (because of the seal) and he's not very intelligent. So far he's still a genin. Tsunade should've promoted him but now she's in a coma and Danzou's the Hokage. *dun dun dun!* He hates Naruto and wants to keep him locked in the village to "protect him." Danzou still sees Naruto as the Kyuubi himself. The Akatsuki went after Gaara. They would have no problem with attacking Konoha in its weakened state to get Naruto. Danzou wants to keep him in the village, keeping him from getting vital experience.
