Nintendo of Europe has announced that the latest system update for the handheld Nintendo 3DS system will be available in Europe starting June 7.
By downloading the free update via a broadband internet connection, Nintendo 3DS users can enjoy a number of new features and enhancements including an Internet browser and access to the Nintendo eShop, where users can browse and purchase downloadable content.

The 3DS system update that will have E shop and Internet is due out on June 6th in USA, and if your European it will be out June 7th.
the eShop, internet browser, the abillity to transfer your dsi games to the 3DS and spotpass.
From the 3DS' main menu, select "System Settings." Go to "Other Settings," and go to the fourth page, where you'll find a "System Update" option. Select this option to do a system update, if there is one available.

When your 3DS is connected to the internet, launch system settings, then under 'other settings' find 'System update' on the 4th page.
The next update will come out later in the evening of June 6
In that case, it is an update it will perform as the 3DS boots up.
