This is because with time the new areas in which the spill contaminates, are likely to be with a much lower concentration of oil and instead of a layer of oil, it is small tar balls. The trajectories are the result of currents going in different directions.

My information is from the June 2 forecasts of the oil spill See related link showing the University of South Florida maps, where they compare 4 forecasts. Panama City coodinates are 30.2 degrees longitude and 85.68 degrees latitude. As a zoom in on Panama City, I see currents going east, but also some of the currents are to the south, which could keep it offshore. It is updated everyday.
