After the results of the electoral college are certified by the Congress. It should be remembered that the Electoral College- NOT the popular vote - elects the President. If a candidate cannot secure a victory in the Electoral College, the election is 'thrown' to the U.S. House of Representatives for selection. For an example, check the Presidential election of 1828 that ultimately sent John Q. Adams to the White House.
