The use of "they" as singular is considered incorrect in formal writing, but is becoming increasingly more common. "It" may sound a bit odd, but it works, especially if you happen to be describing the person as a shadow in the distance or something less than human. "The mysterious person" and other phrases like that can get a bit repetitive, but they also work. For fiction and other narrated works, using a few words to describe the narrator or main character's first impression can be extremely effective. If the main character thinks the person looks like a rube, then call the character "the rube." Otherwise, things like "s/he," "him/her," and "his or her" can be used. "They" may eventually be accepted as correct, but until such time writers will have to find ways around the word. Hope this helps!
