The question includes waaay not enough information.-- You have to know where they leave from. If they leave from the same place, then they pass at the time they leave.-- If they leave from different places, then you have to know how far apart the two places are.-- You have to know whether they head in the same direction (one starts behind the other and catches up)or in opposite directions (driving toward each other and meeting in the middle).
