Even if you think you have the right of way, do not take it for granted.
I was involved in an accident in this scenario.
I moved into the middle of the road trying to "take the road" so I would be allowed to complete my turn left
My light turned red and I saw oncoming traffic slowing down making me think their light turned red, so I proceeded.
One car did not slow down and rammed into the side of my truck. I took it for granted they would slow down or stop but they did not.
According to the law, since I was turning into oncoming traffic lanes I was At Fault. The thing is I was not ticketed for this as I believe the car that hit me was either speeding or ran their light.
It was just listed as an unfortunate accident. The problem is I lost the use of my vehicle.
So take care to follow the rules' and be safe the price is to high to take it for granted.
I am only thankful that no one was hurt in my accident.

Oncoming traffic always has right of way. When turning left, signal, stop, wait. Move only when it is safe.

When oncoming traffic prevents you from turing right
When turning left, you must yield the right of way to oncoming traffic. There is no such thing as left of way, unless you are protected by a green left turn light. Always wait to see what the oncoming traffic is doing before turning left. Remember...there is no such thing as "left of way".
..... wait for the light to turn green to proceed -or- if turning right - come to a full stop and after checking for oncoming traffic on the cross-street and pedestrians, turn right with caution.
Left turns go last in the US as we know unless you're at a traffic light. Left turns must yield to oncoming traffic and the oncoming traffic's right turns. While you're waiting to make your left what you want to do is wait for a wide enough gap in between cars to make your left turn safely. When you see that gap in between cars, make your left.
Yield means yield. Oncoming traffic already on the road has right of way. You merge when it is safe to do so.
You should always look for a yield sign, or oncoming traffic.
