When you buy a used car from a major car dealer should you expect two keys a manuel and service records to come with it?

Usually - but not always. If you feel strongly about it, tell them to keep the car and you'll buy one elsewhere. Keys and manuals are inexpensive. The dealer may not have and can not get the service records.
