When Your Windows Explorer Screen Is Up Go on top Tools>Folder Options>View> Then Uncheck "Hide Extinsions For Known File Types. Then Your File Will Be Named "Example.dll" all you have to do is highlight ".dll" and change it to ".exe"
If you don't see your extensions, this is because by default XP hides them (stupid if you ask me). In Windows Explorer (not IE) go to Tools|Folder Options... and in the "View" tab, uncheck "Hide extensions for known file types." Then you can change it just by renaming the file.
thumbs.db is a valid windows file. it is created by windows explorer anytime the user selects the "thumbnail" folder view. each thumbs.db file is created for one folder only and holds a database of images in the current folder that are displayed.

Just go in folder properties. Tools->Folder Options...->View
