If you want to open a folder in a new window (not a tab in windows explorer) then you right click on the folder and click "Open in new window"
right click the tab, then click, "use as saved tab." Then it goes on automatically when you make a new tab.
That is dependant on you folder option setting. Open my computer and click on the tools tab then folder options from tools menu. On the first page there is a choice of open in the same window or open in a new window, check the box you would like to use and you should be good.
