No. It basically shuts the device off. If you need to unistall a device, right click on it and choose "Uninstall" from the drop down menu.
If the problem is because you uninstalled it by deleting some of the files, try to delete the driver via device manager and then reinstall it in a new folder, or delete the previous one and reinstall it there.

it means that the driver of that device is either not loaded or not properly loaded.. load the driver once again from the driver disk and the sign will go off..
