It means that 60% of your liver is currently functioning normally, but the other 40% has stopped functioning and is cirrhotic. (Not that your liver is distinctly split 60:40, with one side working but the other not - cirrhotic cells will be interspersed with normal cells). Your liver can regenerate itself with just 5% left working, however cirrhotic cells will remain (i.e the cannot be reabsorbed by the body). If this does happen, it may mean having part of the cirrhotic liver surgically removed.
