iPhoto is not part of operating system default programs. iPhoto is released as part of iLife suite, which must be bought and installed separately. If you have the original installation discs that came with the computer iPhoto and all the other default applications can be installed from there but they may not be compatible with Tiger if you have upgraded from some earlier version.
iPhoto is exact same application like all other. You can find iPhoto in your/global Applications folder and simple just drag it to your dock.
To show the Welcome screen in iPhoto you need to open iPhoto and from the Help menu select Welcome To iPhoto. Don't forget to click the tickbox that says "Show this window when iPhoto opens" if you want it to open automatically next time.
When upgrading and you want to keep files and settings from the previous system, use Migration Assistant. Don't do a clean install, which will erase the first system.

Open the program iPhoto on your computer (if it doesn't open automatically. In a few seconds, the iPhone will be listed in the leftmost window of iPhoto. Select the iPhone in iPhoto. Down at the bottom right will be a button to Import All... After the images are imported, you'll be given the choice to Delete all of the new images from your camera roll (which will free up space) or to keep them.
