This has traditionally been a feature of multiuser operating system that the command the system operator uses to command a reboot or shutdown allows the system operator to specify this time interval, then automatically notifies all logged in users to complete what they are doing and log off before that time runs out. Any users failing to log out before the time specified by the system operator expires will be automatically logged out and their tasks killed at the last moment before the system automatically reboots.

If windows came with your computer it should activate automatically. If you installed it yourself, It should warn you each time you log on to activate it. You can go to system properties by typing system into the start menu and clicking system under the control panel section and scroll down to the bottom where it will give you information on genuine windows

There should be a checked box that says automatically log in. simply log out, uncheck it, and log back in.
You should log off of everything, and reboot your comp. And then log back on.

One can find their Windows system event log by going to 'My Computer' and left-clicking on 'Manage'. Continue to click on 'Event Viewer' and then 'System'. This will then show one the number of devices on one's IP address.
That would be recorded in the system log. (I'm using XP, it may be different on other systems).
windows does have the facility to give access to different users. That is the reason we can log on to different user accounts on windows. But windows does not give access to multiple users at the same time in a single processor system.
