Looking at a full moon is not known to have any significant effects on humans. However, some animals exhibit unique behaviour when a full moon is in the sky.

No. People look at the full moon all the time. If this was the case people of all sorts would have powers. Go out on the next full moon, look at it, and see if you have powers. You won't because it can't happen. Think.

To see the full moon when it first rises, look toward the eastern horizon. The moon rises in the eastern part of the sky and moves westward as the night progresses.
You can see the moon when it is not full. The sun lights up part of the moon, but if you look carefully when the moon is not full, you can see the darker parts. This is easier when only a small part of the moon appears to be lit, as a brighter moon glares out the darker part making it harder to see.
It is first quarter moon, so it will be half full.
