In the US from left to right whereas in the UK you would look to the right first as that is the direction from which traffic will first approach and you always look to the danger which is more/most immediate .
In the morning, you would look toward the east to find a rainbow. This is because rainbows form opposite the sun, which rises in the east. If there is rain in the west and sunlight shining from the east, the conditions would be ideal for a rainbow to appear in the sky to the west.
