Yes, depending on where the weight is lost. The breasts sit on top of the pectoral muscles and are anchored by a series of tendons. They do not 'float' away from the body as fat tissue builds up around the rib cage. Instead, as the fat tissue grows part of the breast becomes enveloped. Some women's breasts do not increase in size during weight gain. This causes the bust size to increase while the cup size decreases.

As you loose weight the opposite can occur. Many women loose breast tissue while loosing weight, since they are largely a fatty tissue. However, not all women do lose size. This is why it appears that they have grown.

PS. Since they are in the same system as the pectoral muscle, doing chest exercises can help re-firm the breasts after weight loss. Find a guy with really nice pecs and have him show you what he does, just tone it down a bit.
