my guess would that because when you pluck a hair it comes out from the root and pulls from your skin/scalp. But when you cut you're not usually cutting from the root. Well, yeah, that seems to be part of it. I would word it this way: It doesn't hurt when you cut hair because hair doesn't have any nerves, but when you pluck hair, you also kind of pull the nerve the hair is attached to.

Usually for me it just hurts a lot worse, and sometimes it'll only rip some of the hair off instead of the whole thing.
