the amount of energy (same thing as heat) in a molecule of water dictates what phase the water will be in, low energy = solid state, ice. medium energy = liquid state, water. high energy = gas state, steam.

so when you put the ice cubes into the water they draw energy from the water and tumbler, and as its trying to absorb energy from the surrounding air, any gas water molecules that touch the tumbler will have their energy taken away until they reach a medium energy level and become water
