If you are referring to lack of or poor muscle tone then "hypotonia" is the correct medical term for low tone, and "atony" for absent tone.

I am assuming you are referring to the tone switch on an electric guitar. Here's how it works: Power from the pickups is sent to a volume pot, or knob. On the "high" end of the volume pot, a tone pot is connected. This has a capacitor connectd to the "high" end and nothing connected to the low. When you turn it to the "high" position, the capacitor "caps" of the higher, or treble, sounds from the mix. When turned the opposite way, the sound is left clean.
Under the right headlight, there is 2, one for high tone, one for low tone.
You are probably thinking of the term "drone" which is a constant tone that doesn't fluctuate. Bagpipes are notorious for this constant pitch (which is determiend by the tuning of the pipes themselves), but it doesn't specifically refer to a high or low pitch.
