Replace Oxygen sensor (in exhaust pipe, it is screwed into the top of the pipe between the header and the catalytic converter. ) The wires come up through the floor under the front passenger carpet. The carpet will lift up on the back left corner closest to the shifter. Replace the Air temp sensor (located under the the air filter located on top the carberator) Should be three (3) 10mm nuts holding the air filter cover on. This should help.

This is probably a separate issue. Most 190e's with the 2.6l engine are known to be rather troublesome in cold, and wet weather. As I live in Maine, we get a lot of that...
