Yes and no. When a valve is open, it is allowingblood to enter the heart's chambers. When a valve is closed, it is preventing blood from entering a chamber.
a gate valve is a one way totally open or closed valve, a control valve is a variable valve.

The upper chambers of the heart are called auricles/atria and the lower chambers of the heart are called ventricles.
