I had a 1996 Dodge Ram pickup. Sometimes it wouldn't start after pulling over somewhere. It ended up being the fuel pump. I recommend getting the fuel pressure checked if you want to be sure that's what it is.

I myself have a 1996 Dodge Ram 1800 pickup. I just found out hat the previous owner treated it like crap and after me driving around on the bumpy dirt roads where I live, one of the battery wires had detached from the right knob on the battery. It was a simple fix, nothing much to worry about.

that sounds like your starter motor isn't working, which would explain why there is no noise when you try to restart it
