Means your battery is very weak. Only strong enough to light up the dash but not enough to start the engine. Get someone to jump your car with jumper cables. Make sure the person revs their engine while the batteries are connected to each other. Have them rev their engine for at least five minutes before trying to start your car. Once you start your care you need to drive to a place where they can test your battery and change it if needed. DO NOT TURN OFF YOUR CAR AFTER YOU GET IT STARTED BECAUSE IT MIGHT NOT RESTART !

You need a minimum of 2 brake lights, So if your car has 3 brake lights and one goes out, you are still legal. Some cars do not come equipped with 3 brake lights but others do such as a honda civic with a spoiler light do.
Check the ground on the light.

I would first consider that the car stalled BEFORE the lights came on. You might have a bad ignition switch or loose connection at the battery.
