When you tweet something, if you account is not protected, then anyone can see anything. Your tweets will come up in your followers' timelines (home pages/newsfeeds, whatever terms you prefer). If you want to tweet something to someone then type the "@" and their username next to it. Then it will go under their mentions tab and they will see that you tweeted at them. Hope this helps!

You cannot follow Twitter user directly from Facebook. If someone has blocked you on Twitter, you'll be able to send tweets to them, but it won't appear in their mentions. The only way they'd be able to see it if is they unblocked you to see it. They will be able to tweet you as normal, but they won't see what you tweet them.
Twitter alllows you to see the activity of people who you follow and they don't have to follow you back unlike facebook where it has to be mutual to see activity. Also twitter allows you to retweet a tweet that you particularly like instead of liking it on facebook. facebook allows you to comment on things but on twitter you have to tweet about the thing. Twitter and facebook are different in many way, those ones were just off the top of my head but personally i think that both are good accounts to have if you use theem regularly. Mentioning a user in your tweet means they will be able to see it in their "@ Connect" section on the top of the Twitter page.You would usually mention a user if you are directing the Twitter update (tweet) to that specific user OR you want them in particular to see this tweet.If you include more than one @username in your tweet, all of those users will see the Tweet in their "@ Connect" section.

This isn't possible as the idea of your timeline is that when you post a message, those that follow you will see it. You can only send tweets to individual members by 'mentioning' them (@username). If you really wanted to then you could send the same tweet to everyone you follow but this would take you a long time and it's much easier to post it to your timeline. If you want someone you're following to see your tweet and they aren't following you then you should mention them in your tweet. You could even ask them nicely to follow you back and then you wouldn't have to do so in future.
