When you use urgent tuning can you send synchro material monsters from your deck to the graveyard?

All Urgent Tuning does is let you perform a Synchro Summon in the battle phase, apart from that, all the regular Synchro Summon rules apply. Synchro Summon components must be face-up on the field - Urgent Tuning does not change this.

You don't necessarily have to have any monsters in attack position. The monsters you use for the Synchro Summon can be in defence mode, that doesn't matter. What matters is that they are face-up, because you can't use face-down monster for a Synchro Summon.

Divine Wrath is a Counter Trap that can be used when a monster effect activates. That includes Ignition and Triggered effects, but not continuous effects, which never 'activate'. As a Counter Trap, Divine Wrath can be used in the Damage Step, and it can be used against monsters activating in any zone, even ones in the graveyard like Plaguespreader Zombie. As a TCG-ruling, this Synchro Summon is immune to summon-negation cards like Solemn Judgment, though cards like Solemn Judgment could negate Urgent Tuning's activation in the first place. How do you synchro summon shooting star dragon?
Shooting Star Dragon requires a 'Tuner Synchro' monster and a Stardust Dragon as components. Typically that will be Formula Synchron + Stardust Dragon, that's the easiest way. You can play around with alternate methods though, they are very inefficient. Armory Arm can be made into a Lv2 Tuner Synchro using Lightwave Tuning and Demotion. Or there are cards of different levels that can somehow copy Stardust Dragon's name. But it's probably best to stick with Formula Synchron for now.
Can you use nitro synchron and stardust to play shooting star dragon?
No, Shooting Star Dragon requires Stardust Dragon and a Tuner Synchro, ie a Synchro Monster who is also a Tuner, like Formula Synchron. Nitro Synchron is a regular Effect Tuner Monster, not a Synchro Tuner Monster, so is an invalid Tuner for Shooting Star Dragon. About the only way around it is to have something like Armory Arm and Lightwave Tuning to turn itself into a Tuner, and then a name-changing monster gain the name of Stardust Dragon, but either way it must have a Stardust Dragon and a Tuner Synchro with a combined level total of 10.
How do you play Shooting Star Dragon without Formula Synchron?
You could so something convoluted - like summon Armory Arm, use Lightwave Tuning on it, then equip it with Demotion, making it a Lv2 Synchro Tuner (it only has to be Lv4 to be a legal target for Lightwave Tuning, it doesn't matter if the level changes after). Or you could just wait for Formula Synchron to come out.
