To make a video saved on a HTML work on a computer without internet, you need to point the browser to the locally saved copy of the file. The URL in this case is something like c:\myhtml\savedvideo.HTML, or whatever filesystem naming conventions your computer and browser supports. Note that any dependencies in the HTML file must also be saved on the computer, in positions with the same relative position as on the original web site.

Save stores a copy of your work into a file onto your computer or other place, like onto a USB key. You then have a copy of the file that you can access. If you turn off your computer, you can open the saved file again.
No HTML can be written in a simple text file and saved as .html.
Sort of - certainly to work on it, it or bits of it must be in RAM.
My son saved my stored pictures to a file so he could install a DVD burner on my computer. For some reason, now they all have a .jpg.lrs file extension and I am unable to open them, retrieve them or work with them in any way.
I'm no expert but some of my statements are saved / downloaded as .zo or .do file extensions. I change the .zo or .do to .pdf and that seems to work.
