there's a number of things you could do. is he outwardly refusing? why? has he tried? if not, you could, give him an ultimatum, say have a job by this time, or "send in this amount of applications" because of how the economy is. make him start paying for stuff, like gas, insurance, even start charging him room and board (at an extremely low price but just to give him enough pressure in feeling the need for funds). this is the most "charitable" way I guess you could say, this he starts to learn he can't just sit around and expect everything to be spoon fed. as a last resort you can legally kick him out but I would only do that if he really starts becoming a scuzzball.
stop giving him money whenever he asks. you have to be cruel to be kind. He should get the idea.

It's illegal. Find law enforcer!
In England the law says persons under the age of 16 are not allowed to work. However, a 13 year old could get a job in an equestrian centre looking after horses. My 13 year old son does his chores as a job. He get's his poket money if he does them well (or even at all).
If you have an insurable interest, you can take out life insurance on your son. Usually, family members, such as children and parents, have an insurable interest in each other. However, your son would have to know about the life insurance, because he may be required to take a physical exam, and answer some health questions to apply for the life insurance. But, you could be the policy owner, and pay the premiums.
