Sounds like a problem with the transfer case, but doesn'tnecessarily mean the whole thing is bad. Sounds like just the gears used in 4H so you may be able to repair and place certain parts within the transfer case. Depending on how mechanical you are, it may be cheaper just to replace the whole thing with a different, used TC.
A 1996 Tahoe should not have auto hubs, it should have a shift motor on the transfer case that engages it there and another vacuum operated one on the axle shaft on the passenger side. They are notorious for the shift motor on the transfer case going bad, it is a push button 4wd system and should set a code that tells you what is wrong.

There isn't a way to do this. That model year had the three button selector, which only has 2HI, 4HI, and 4LO... it wasn't until I believe 2001 that they came out with the four button selector which included a neutral button.
