No it does not. I have the impact in blue and this phone does not work if a sim card is not inserted or if the sim is blocked.
The old SIM card will still be programmed with the original phone number. Either SIM will work in the phone - unless the old SIM is blocked by the network when they issued the new one.
You can - but that will also be blocked. The way to unblock your original SIM - is to contact your service provider. Depending on whether this is the first time, they may charge you to unblock it. It is the phone itself that is blocked - not the SIM card.
Yes, just take it out of the old phone and place it in the new one. If your old sim card is deactive because you were given a new one with the same phone number, there is no way to activate the old sim card - not in Australia anyway
it depends on weather its the phone that is locked or if the sim card is locked. if its the sim card then you need to call telstra and they can unlock it for you. but if its only the phone then the sim card will always work on any other phone

Put the SIM card from the new phone into the old one. Copy the contacts from the old phone's memory to the SIM card. Put the SIM car back in the new phone - then - either copy the contacts to the new phone's memory - or leave them on the SIM card. Either way - the new phone will find them.
What do you mean here by 'blocked' ? I know of two things you might mean : 1. The SIM card is blocked because you got the PIN wrong three times. You should have been given a PUK (Phone Unblocking Code) when you bought the SIM card. This will unblock it for you. If you don't have the PUK then contact your mobile phone company for it. Note - if you enter the PUK incorrectly 3 times the SIM card will be permanently disabled. 2. The phone is 'blocked' in that you can only use it with the service from one phone company. If you insert a SIM card from another company it does not work. Many phone shops offer an 'un-blocking service' and will remove the block for a fee. The fee varies from about 10 USD to about 100 USD depending on the shop and the phone, the more expensive the phone the higher the fee! Avoid enthusiastic amateurs for this - a mistake may permanently disable the phone beyond recovery.
