This could be a number of reasons, but the most important thing FAQ Farmers will need to know to properly answer this question is which type of television you're experiencing problems with. If you have an older model "tube" television, it could be as simple as your picture alignment (see the dials near the screen to manually adjust) or simply a failing tube. If the TV is more than a few years old, it's probably a better investment just to replace it. If your problem is with an LCD (Liquid Crystal Display) screen, you may notice that the screen has a very soft membrane. Any pressure on any portion of the screen would cause the gel underneath the screen to be moved around, causing a permanent blurry spot in this section of the screen. The unit will need to be repaired or replaced by the manufacturer. Hopefully, you invested in the warranty! Lastly, if it's a plasma screen, this could be the result of temperature. Again, it is something the manufacturer will need to repair. Make sure that your cables that come from the aerial or pay TV thing or fully plugged in and that there are minimal amount of other cables touching it. Some TVs (like mine) have a sharpness option. See if you can find that.

If it's a round blurry spot in your vision, it could be, depending on your age, a harmless floater, or the start of macular degeneration. Macular degeneration is a disease of the elderly.

There are many filters one can apply in order to manipulate a picture. One could use the blur filter to take a blurry picture on ones iPhone and other cameras on phones.
