Hi,
It sounds like your laptop is trying to detect the CD-ROM drive (the delay at start-up). After a certain amount of time, it will give up and continue to load windows. As you don't have the CD icon in windows I guess it fails to find the drive.
The most likely cause is a faulty CD Drive. Removing the CD drive and re-inserting it *might* get it working again but I would bet you won't be able to get it working. If it is not easy to remove the CD Drive you can probably disable it in the laptop BIOS (Google your "laptop model" and "BIOS" to find instructions).
If the drive is faulty the cheapest fix is to obtain an external USB drive as Toshiba will charge a lot of a replacement part.
Cheers!
Each computer manufacturer has its pros and cons. Nothing good ever comes out of a Compaq and HP's are usually outrageously expensive with so-so hardware. Toshiba is probably the best deal with the best specs.

Toshiba is one of the good names among the computer brands today. They are well-built, reliable, cost is reasonable and they last. Yes, Toshiba Toughbook is one highly regarded computer. Maybe not as much as an Apple IMac, but among its contemporaries, this one is a good computer.
Free Toshiba recovery discs can be downloaded for free from many different online websites. Some examples that provide this data for free include Tom's Hardware and Toshiba.
