A small motor turns the carousel.

The only reason it would fog is if the inside air was warmer than the outside. Where is the inlet, is it near a heat source? Lights could be enough, dryer vent. Is the blower motor getting too warm and heating the air as it passes thru it.
I assume you mean the one that they can hook multiple ponies or horses to. That device is called several things but the most common term is Hot Walker, or Horse Walker. Some people refer to them as a 'carousel' which is not correct but is used none the less. The hot walker is powered by a small motor that helps the arms of the device move around thus leading the horses. However it can be used without a motor, but it can be harder to start that way.
