This was a characteristic of the archaic (early) stage of several Greek city-states and the Roman city-state. In such early historical stage soldiers had to procure and pay for their weapons and equipment because the state could not afford to do this. These states had a citizen militia, rather than an army in the modern sense of the word. Serving in the army and procuring and paying for your equipment and weapons were part of the duties of citizenship, which included the duty of defending the city. These soldiers were peasant-proprietors whose farms provided an income with which they could afford to pay for their equipment. The soldier-farmers were drafted during the military campaigning season (usually spring-summer) and after that they returned to their farms. The propertyless were not drafted. The aristocrats were officers.
In Rome there was a census which was more of a property assessment that a head count. To be drafted in the army you needed to meet a certain property threshold. The farmers who met this threshold were divided into two classes: the classis (class) and infraclassis (class below). The latter were smaller farmers who served in the light infantry as its equipment was cheaper. The former were peasants with larger farms. They served in the heavy infantry, whose equipment was more expensive. The propertyless citizens were exempt for the draft.
The Roman Republic had three popular assemblies. The Assembly of the Soldiers was made up of soldiers. The soldiers were plebeians (the commoners) the officers were patricians (the aristocracy) and the equestrians (equites, the second highest social rank) made up the cavalry. The Assembly of the Tribes (which were administrative districts, not ethnic groups) was composed of all Roman citizens. The Plebeian Council included only the commoners.
