Inside the glove box on the left behind a removeable door and a hinged door. Reach in and pull out the one on the right and then slide the left one over and remove it. I would also recommend reaching through the cavity to the left and check for tree leaves that may have gotten past the filter and are caught in the a/c fan cage. When reinstalling the filters you need to index the foam sealing strips so that they are not rubbing against each other.

Cabin air filters didn't come until 2000 on the Suburbans. The pickup had them in 1999. The body style change along with features like cabin air filters came first for the pickups in 1999 and then for the Suburbans Yukons etc. .
