To get to operation anchorage by finding the outcast outpost on your map, adding your marker to it and walking there. You also have to talk to the people inside the outpost to get into it officially. (if you dont have the anchorage mod none of this will work.)

Operation Anchorage is not necessarily hard. The combat is mainly long range, so if your character is melee heavy then it might be difficult. But for the most part it is a fairly easy and linear mission.
Operation Anchorage is a DLC for the 360 and PC. It lets you go in a war simulator and liberate Anchorage, Alaska from the Chinese. Once you complete it you get a crap load of unique weapons and armor. I bought it off of xbox live marketplace and it is very fun.
you have to listen to the outcast distress call and it will tell you where to go. Then you will be lead by a couple outcasts to their post and you will enter a smulation pod. ta-da.. operation anchorage
