The "ears" are Rabbot Ears that control the minds of the drones who are wearing them (the four kids from the town). You can free them by tricking them into turning around then pressing the power button (C) on the ears.
You will need a pair of rabbot ears to enter the Drones Only door to the Launch Room. Try the door and you will be dropped into a room where you can find a pair, at the exit at upper right.
