Turn Signal flasher is located in the fuse box on the left side of the dash. There should be two round flasher units. The top one is the four way flasher and below is the turn signal flasher.

they are to separate units that look the same. they are silver canister shaped units. the turn signal is located under the dash in a clip to the left of the steering column. while the hazzard flasher is located under the dash in the convenience center, all the way to the left.
There is a flasher unit under the dash at the fuse panel but there is also a flasher relay PAC in the trunk just ahead of the spare tire mount. If you replace the underdash unit and it still don't work then check the connections to the relay PAC in the trunk. If that looks good then the relay PAC is bad. New electronic units are still available.
