Under the dash, driver's side. It may not be your fuse. The transmissions on the electric window motors have a break-away feature. If a child has their hand in the window the transmission breaks. I have taken the transmissions apart on all 4 of my windows because they all broke at one time or another. It doesn't take much force to break them and then the window will not go up or down. The window motors are riveted in the doors. You must push the center out of the rivet then use a large drill bit to cut the head off the rivet. You can bolt them back in but be sure to use lock washers. I found a way to lock the broken transmissions but this defeats the safety feature and I do not recommend this for everyone. In an emergency you should be able to force these windows down from the inside or from the outside(without electricity). If you lock the transmissions and override the safey feature the glass would have to be broken in an emergency. This might be the difference in life or death for someone. Have you ever tried to break a car window? It isn't as easy as you might think. A child in a burning car cannot break a window. They might be able to force it down if the safety feature is still functional.
