You can't turn them off. However, once you have rescued the third spy (you must rescue the spies in order) you get the Ultra Vision Goggles and you can see the lasers. They are going on and off on a regular basis, which will allow you to avoid most of them.

∙ 12y agoyou have to get both the agents and one gives you a laser pen and the other gives you x-ray googles! If you want all this you have to do the eye exam at the doctors and how you get past that one is you do everything back words(you do the letters backwords)

∙ 13y agoThe lasers are still there when you get the Ultra Vision Goggles from the third rescued spy. But now that you can see them, they are seen to go ON and OFF, and you can slip through them when they are off.
Once you have the Fingerprint from the bigwig at the BAD Bistro, you can use the goggles to enter the satellite control center to the right of Toupee Terrace.
