Location doesn't matter. Looking for a Shiny Pokémon at random will more than likely take ages to work. Another method for getting a Shiny Pokémon is breeding. Eggs also have a 1/8192 chance of hatching shiny. This method may seem longer but if you are determined on getting a certain Shiny Pokémon this may be the best way.
Using this method I have gotten a Shiny Lucario (It was hatched as a Shiny Riolu and evolved into a Lucario). In addition, if you breed Pokémon from two different regions of the world (for example, an English Pokémon with a compatible Japanese Pokémon), the chances of the eggs being shiny are raised to 1/2048. (This is known as the "Masuda Method.")
Note: Shiny Pokémon are no more powerful then Normal Pokémon and all Shiny Pokémon that evolve will still be Shiny but as a diffrent species. Example: Shiny Magikarp (Gold) will turn into a Shiny Gyarados (the famed Red Gyarados).
ChainingYou can also find a shiny Pokémon in Diamond or Pearl by using your Pokéradar. (Pokéradar is gained after you get the National Dex)There's a special method called 'chaining'. Use your Pokéradar on a patch of grass, and go to the spot where the grass shakes. If you defeat that Pokémon, more grass will shake, and you can go to that patch and battle another Pokémon of the same species. The more of them you can chain, the higher your chances of finding a shiny are.
Well, an easier way to explain it is to use an example. Say, you use your Pokéradar and go to that spot, and find a Roselia. If you defeat that Roselia, you'll see more of those patches shake. Either the next patch you run into can be another Roselia, meaning you just made a chain of 2, Or it can be something else, like a Pikachu, and your chain will be broken.
If you chain about 40 or so Pokémon on a row, you will have extremely high chances (1/200) of finding a shiny. If one of the shaking patches has sparkles above it, that location is definitely going to hold a shiny Pokemon! The sparkles that are gold yellow are not shinys any other colers are.
Yes, this is a proven method, but it is actually very much harder than it sounds.

In Pokemon Diamond and Pearl, the Shiny Stone can be found in Route 228 and on Iron Island. In the Pokemon Platinum, it can be found in these locations and in Route 210 as well.
