I'm not to sure but i think Propeller caps are silly, because the propeller needs a engine, and clearly the human body is not an engine, for this man-made propeller, unless they attach some mouse running wheel thing to it and some how crazily allow that wheel to send that propeller hat into a fast enough motion to fly. But either way how do you control the propeller hat? there is no steering mechanism. So this question is Not answerable and therefore should be destroyed.No seriously the answer is YES. I'm sorry but the propeller cap on Club Penguin is not available at this time, but it may be available in the future. I have it on one of my really old Club Penguin accounts that I don't use much anymore which is also a nonmember, the propeller cap is available to non members.
