A 1998 Lincoln Town Car has the Coil On Plug ( C.O.P. ) ignition system
with ( 8 ) individual coils , so it doesn't have the " normal " spark plug
cables
Changing spark plugs is an important task. To do this, disconnect the battery and spark plug cables, and remove the old spark plugs. Next put in the new spark plugs, and reconnect the spark plug cables and then the battery.
Disconnect the battery, remove the spark plug cable and covers, and remove the old spark plugs. Put in the new plugs, put back the covers and cables, and reconnect the battery.

Disconnect the battery, remove the cables and boot covers, and remove the old spark plugs. Next, properly dispose of the spark plug, put in the new spark plug, attach the boot cover and wires, and connect the battery.
I am having the same problem, and would also like to find out.
No you shouldn't have to. It will make things a little harder if you don't. I change my spark plugs on my 93' Continental and I never take anything off to do it. 1998 is the first year they used coil on plug system. If you have coil on plug, you will have to remove the plates covering the coils , then slide off the coils and use an extender to reach the spark plugs. This is what I have to do on my 1998 continental.
there is an important Lincoln repair manual you can find at any auto parts store , I just had one for 16 bucks and it helps a lot.
HTE SPARK PLUGS ARE IN THE TOP OF THE ENGINE JUST IN THE MIDDLE
