The United States and Britain currently operate the top Nuclear Powered submarines, owing in large part to the historical bond between the 2 countries, as well as being NATO allies. Germany currently is building and exporting the top Diesel Electric boats. Though Russian submarines, both DE and Nuclear at one time were considered to be at least on par with the United States, their record of lost boats due to weapons problems, reactor accidents (public or otherwise) is much worse than any other country which operates them. Many fell into disrepair after the fall of the Soviet Union. It takes a lot to maintain a submarine on a daily basis.

Sweden also has top DE submarines as well. While China has been building them, they're not considered "blue water" as yet, and the material they use to build them makes them at best a risk to anyone willing to board one, let alone sail on one.
