To get into the ruins, you need to decipher the code that was ripped out of the book at the museum on Main Street. The paper with the code is on top of the building in Ancient Ruins. You need to move the big block over to the rope hanging from the tree then hop onto the block, then onto the rope, then as you go up a little you need to jump on top of the building.
